Purpose of Panels
EMD sponsors the Energy Efficiency Panel (EEP), the Environmental Management Panel (EMP), and the Cultural Resources Management (CRM) Panel. These Panels advise the EMD Director on policies, strategies, priorities, implementation plans, practices, and issues across Agency energy, environmental, and CRM activities.

How Panels Support NASA’s Mission
Environmental management is one of the cross-cutting management strategies established in the Strategic Plan. Proactive, sound environmental management contributes to risk reduction, mission success, and lower environmental liability. The Panels advise the EMD Director in fulfilling his role as leader and integrator of NASA’s wide range of environmental management activities. Specifically, the EEP advises the Director on energy efficiency activities, including energy and water conservation, greenhouse gases reduction, and use of renewable energy sources. The EMP advises the Director on environmental planning, pollution prevention, compliance, and restoration activities. The CRM Panel advises the Director on all matters pertaining to the management of archaeological and architectural resources of historic significance.

Panel Regulatory Drivers
  • Executive Order 13123 requires each Federal agency to form an "Agency Energy Team" consisting of appropriate procurement, legal, budget, management, and technical representatives to expedite and encourage the Agency's use of appropriations, Energy Savings Performance Contracts, and other alternative financing mechanisms necessary to meet the President's energy efficiency requirements and goals.

Recent Accomplishments & Ongoing Activities
  • The EEP held a face-to-face meeting on August 10, 2006 in conjunction with the Federal Energy Management Program’s Energy 2006 workshop and exposition in Chicago, Illinois.
  • The EMP held a face-to-face meeting in December 12-14, 2006 at the Johnson Space Center/White Sands Test Facility.
  • The CRM Panel held its first face-to-face meeting in conjunction with the 2006 NASA Environmental & Energy Conference held in Portland, Oregon on June 6-9, 2006.
