ENERGY EFFICIENCY AND WATER CONSERVATION
Purpose of Energy Efficiency and Water Conservation
The NASA Headquarters Environmental Management System designates
Institutional Sustainability as a high priority environmental aspect.
The Environmental Management Program for this aspect includes an
objective to reduce facility energy and water risk to mission.
How Energy Efficiency and Water Conservation Supports NASA's Mission
Participants in NASA's Energy Efficiency Panel (Chaired by the
Environmental Management Division Director) and community of practice
help the field sites buy and use facility energy and water utilities
wisely, which enables NASA to conduct ground operations and continually
improve the efficiency of those operations. NASA implements a
three-prong approach to mitigating energy and water risk to mission:
Perform mission operations and maintenance considering energy and water
efficiency and cost, construct and renovate with the life-cycle in mind,
and buy and generate utilities wisely.
Rising energy unit costs continue to erode mission budget. NASA spent
roughly $130M on facility energy in FY 2005. Although that represents
slightly less than one percent of NASA's overall annual budget, the
trend illustrated in the graph at right concerns the agency. Over the
time span shown, NASA reduced consumption 14 percent, but unit costs
rose 38 percent. Energy unit cost increases overwhelm the budget
benefit of previous conservation, which results in NASA buying less yet
spending more.

Recent Accomplishments & Ongoing Activities
- On a repeating three-year cycle, EMD reviews the energy efficiency
and water conservation of major field sites through the Energy and Water
Management Functional Review process.
- EMD coordinates statutory and Executive Order annual planning and
reporting from the community of practice through the Department of
Energy to the White House Office of Management and Budget and Congress.
- Current projects and studies:
- Upgrade electricity metering and information systems
- Implement small efficiency and renewable energy projects through new revolving budget
- Assess potential for renewable energy applications at sites and develop preliminary designs
