Purpose of Environmental Functional Reviews
The Environmental Functional Review (EFR) process is designed to aid
NASA Headquarters in understanding and assessing the environmental
programs at our facilities, and how they interface with and reduce risks
to the NASA mission. To that end, the EFR process serves as a
"second-party" audit with three primary objectives:
- To provide insight into the level of environmental compliance at the
Centers
- To provide insight regarding conformance with the NASA Environmental
Management System with internal and external requirements
- To comply with the requirements of Executive Order
13423
How Environmental Functional Reviews Support NASA's Mission
- The EFR program provides visibility of Center Environmental Programs
within the Center and with HQ, increasing the understanding of how this
program supports the NASA mission.
- Furthermore, the EFR program improves communication and
understanding between NASA HQ and the Centers regarding environmental
compliance issues, lessons learned, success stories. This
communications serves as a catalyst for improved mission support and
decreased risk throughout the Agency.
Regulatory Drivers for Environmental Functional Reviews
- Executive Order 13423,
Strengthening Federal Environmental, Energy, and Transportation Management.
- NPR 8553.1, "NASA Environmental Management System", section 5.4.3
- Federal and state environmental regulations can be found at
