CULTURAL RESOURCE MANAGEMENT
Purpose of Cultural Resource Management (CRM)
CRM is the management of historic architectural and archeological
resources. Architectural resources mainly refers to real property, such
as buildings, test stands, launch pads, etc.. It can also include large
personal property assets that are considered historically significant,
such as rockets, equipment, airplanes, etc. Archeological resources
include assets and artifacts from past uses of a property.
The purpose of NASA's CRM program is to manage cultural assets that are
owned by NASA. NASA manages those assets that are considered
historically significant to the local community, to the state or to the
entire country and deemed worthy of preserving, cornerstone to NASA's
contribution to America's history in aeronautics, planetary and space
exploration.
How CRM Supports NASA's Mission
NASA's CRM Program is managed by the agency's Federal Preservation
Officer (FPO), Environmental Management Division, NASA Headquarters, and
implemented by NASA's Center Historic Preservation Officer (HPO) at
NASA's 13 Centers and component facilities. The agency-wide program
provides the policy and procedures to ensure NASA complies with
applicable CRM regulations, such as the National Historic Preservation
Act (NHPA). Non-compliance with the NHPA poses a potential schedule and
cost impact to NASA missions that need to modify architectural assets
that have known or potential historic significance. The HPOs complete
the consultation process required under the NHPA to minimize the risk
CRM issues pose to mission.
CRM Regulatory Drivers
There are over a dozen federal statutes that govern the protection of
America's federally owned or controlled cultural resources. All federal
agencies owning or operating real property are subject to the NHPA:
- The NHPA implementing regulations require NASA to protect our 19
National Historic Landmarks, as well as inventory and manage assets that
are listed on the National Register of Historic Places.
- The consultation involving the State Historic Preservation Officer
(SHPO) is also required for assets that are eligible for listing on the
register which includes all facilities that are 50-years old or
more.
- Progress in NASA's CRM program is reported to the Advisory
Council on Historic Preservation (ACHP) in accordance with Executive
Order 13287, Preserve America.
Recent Accomplishments & Ongoing Activities
- NASA CRM Panel was established in 2006. Chaired by the Director
of EMD, membership includes the HPOs, NASA's Historian, Office of
General Counsel, Facilities Engineering & Real Property Division, as
well as Space Shuttle and Constellation program representatives. The
panel will oversee the development of NASA's CRM Program in accordance
with Section 110 of the NHPA.
- NASA Space Shuttle Program (SSP) Historic Preservation Work Group
(HPWG) was established in 2006. In preparation for the sun setting of
the SSP in 2010, surveys are currently being conducted of assets used by
the SSP throughout the agency to determine historic eligibility and
document the history of this important program.
