Purpose of Budget Management and Advocacy
EMD manages NASA's Environmental Compliance and Restoration (ECR) budget as well as Center Management & Operations (CM&O) funds assigned by the Office of Infrastructure and Administration (I&A). Assigned CM&O funds are used for special studies, functional initiatives and maintenance of the NASA Environmental Tracking System (NETS). EMD also performs a budget advocacy role for environmental compliance and energy efficiency activities funded through the Center's CM&O budgets.

How Budget Management and Advocacy Supports NASA's Mission
NASA Headquarters is responsible for providing the Agency's strategic direction, top-level requirements, schedules, budgets, and oversight of NASA's Mission. Without adequate budget, NASA's mission and mission support goals and objectives cannot be achieved. NASA's investment in environmental stewardship is repaid many times over in terms of reduced long-term operating costs and reduced unfunded environmental liability. EMD must advocate effectively for adequate resources to accomplish proactive, sound environmental management.

Recent Accomplishments & Ongoing Activities
  • Successfully advocated for up to $153.5 Million in additional funds if required to complete the Plum Brook Reactor Facility decommissioning project.
  • Successfully advocated for $10.3 Million in Strategic Institutional Investment funds for building-level electricity metering, small-dollar energy conservation projects, and an Agencywide survey of technically- and economically-feasible renewable energy project opportunities.
  • Conducting a parametric analysis of Center environmental management functions in support of FY 2009 CM&O budget development.
